Bio

Mary has an environmental litigation and regulatory practice.  Mary represents clients in state and federal court in citizen suit cases, permit challenges, protection of property, preservation of environmental resources, and various regulatory matters.  Mary has worked on matters under the Clean Water Act; the National Environmental Policy Act; the Resource Conservation and Recovery Act; the Comprehensive Environmental Response, Compensation, and Liability Act; and the Endangered Species Act, among others. She advises clients on flooding and drainage challenges, wetlands permitting matters, property transactions, and other matters related to the environment or use of environmental laws.

Mary started her legal career in New Orleans clerking for two years for the Honorable Edith Brown Clement of the U.S. Court of Appeals for the Fifth Circuit. After her clerkship, Mary moved to Houston to work in the Environmental Section of Vinson & Elkins. Mary worked on both transactional and litigation matters. After working at V&E, Mary joined the law firm of Blackburn Carter. Mary was as associate at Blackburn Carter for four years and then formed Irvine & Conner upon the start of Jim Blackburn’s retirement.

Mary is from Houston, with roots in Texas, and enjoys working with clients across the State of Texas.
